I am writing these thoughts to reflect upon the recent conversation that was re-opened pertaining to the Sunshine Protection Act S. 623. The bill was passed to make the Sunshine Protection Act permanent, but is still held at the desk per U.S. Congress, as of 15th March 2022.
U.S. lawmakers Senator Marco Rubio (R-FL) and Senator Vernon Gale Buchanan (R-Fl 16th) have sponsored this bill and are pushing for its complete passage, upon recipient of unanimous consent. The complete passage would take effect on November 5th 2023 to make Daylight Saving Time (DST) permanent. U.S. states would also be able to choose if they want to enforce the Sunshine Protection Act (SPA) S. 623.
I wondered how to enforce or to become exempt from the act would affect time-zones, especially with the Greenwich Meantime, Royal Observatory, Greenwich, UK? And upon passage should the bill be adopted nationwide? We can also think about countries such as Pakistan and India that observed DST during the time of the British Empire, and is now abolished. As well as in countries such as: Argentina, Brazil and Cuba. Per the USA discussions: the European Union (E.U) has also evaluated and re-evaluated DST, but the USA conversation is a few steps ahead, given the reach to the legislative desk.
I think it is important to examine countries who were a part of DST and no-longer adjust the clocks, the impacts if any? I am sure that those who have proceeded with the efforts of S. 623 have also conducted assessments of some-kind, especially as the bill’s passage has the possibility to significantly claim a landmark in the U.S. history books.
